State and Local Disadvantaged Business Enterprise Certification

 

One of the goals of the Mayor’s Office of Planning & Development is to connect small business owners to opportunities at home and abroad.  In order to help small business owners, the City of New Orleans offers a State and Local Disadvantaged Business Enterprise Program (SLDBE Program).

 

Certification through the SLDBE Program provides the business greater access to contracting opportunities with the City of New Orleans, the Sewerage & Water Board of New Orleans and the New Orleans (Armstrong) International Airport*.  The core mission of the SLDBE Program is to level the playing field for New Orleans-based firms to do business in the city.

 

The Process:

 

1.)  Download and review the SLDBE Application Instructions.

 

2.) Click the following link to get your SLDBE Password so you can open the SLDBE Application.  The password is used to open the application and individual schedules.

 

3.) Once you receive your password (the password is sent via e-mail immediately), download and open the SLDBE Application.

 

-   You can also download the SLDBE Application Package which includes the application instructions, all schedules, the personal financial statement and the checklist. The SLDBE Application Package also requires the SLDBE Password.        

 

4.) The application is now a PDF Fillable Form you can complete online. Once you open the application and begin answering the questions, periodically save it to your hard drive to avoid losing your work. Answer all questions on the application (Schedules A, B, C & D) and print the application.  

 

-   You will need to identify your company's industry classification or NAICS Code (North American Industry Classification Codes) on the SLDBE application.  Select NAICS Code to look-up your company's North American Industry Classification Code(s) now.

 

     Download all NAICS Codes (52 pgs.) now.

 

-   If you are a contractor, also list your Construction CSI Code(s) that your firm can provide.  Select CSI Codes now to find your codes now.

 

-   If there is more than one owner of the company, each owner must complete a separate Schedule B- Owner's Questionnare.

 

-   If married, each owner's spouse must complete a separate Schedule C- Owner's Spouse Questionnaire.

 

5.) Download and complete the PDF Fllable Form Personal Financial Statement for submission with your application.

 

6.)   Gather the supplemental documents identified in the SLDBE Application Checklist (e.g., business/personal tax returns, bank signature card, etc.).

 

7.)   Contact CertAssist (through Capital Access Project) at (504) 821-4855 to schedule an application review session or to submit your application.

 

8.) CertAssist will submit the application to the City's Office of Supplier Diversity.  An on-site visit of your office will be conducted by the OFfice of Supplier Diversity and, upon completion of the visit, the application will be forwarded to the SLDBE Certification Panel for final consideration.
